This role is responsible for managing and strengthening relationships with key government stakeholders in Ho Chi Minh City, including Departments, People’s Committee offices, Party offices, and state-owned enterprises. The position supports project execution, policy navigation, and business development initiatives through effective government engagement and strategic coordination.
KEY RESPONSIBILITIES AND ACCOUNTABILITIES:
1.Government & Stakeholder Engagement
- Build and maintain working relationships with key stakeholders, including:
- Department of Finance, Office of People’s Committee (UBND), Office of Party Committee (Thành Ủy)
- Relevant departments, agencies, and city-affiliated entities
- Coordinate meetings, working sessions, and follow-ups with government counterparts
- Support communication and alignment between internal teams and public sector stakeholders
2. Project Management & Execution
- Coordinate and track progress of projects involving government approvals, licensing, or partnerships
- Manage timelines, deliverables, and cross-functional stakeholders to ensure project efficiency
- Prepare briefing materials, reports, and updates for leadership
- Coordinate internal inputs from relevant departments and consolidate materials required for meetings, submissions, or presentations.
- Prepare basic project documents: workplans, action lists, briefing notes, meeting minutes, follow-up summaries.
- Monitor deliverables and deadlines; proactively remind stakeholders and escalate risks/delays to the Senior Manager.
3. Legal & Policy Review
- Review and analyze relevant laws, regulations, and policy frameworks impacting projects
- Identify legal and regulatory risks and propose mitigation strategies
- Support drafting and reviewing official documents, submissions, and proposals
4. Business Development Support
- Identify opportunities for collaboration with government and state-linked entities
- Support development of strategic initiatives, proposals, and investment opportunities
- Contribute to relationship-driven deal sourcing and project pipeline development
5. Communication & Documentation
- Prepare high-quality presentations, proposals, and concept papers (đề án)
- Draft official correspondence and working documents in both Vietnamese and English
- Ensure clarity, accuracy, and alignment with government expectations and formats
- Maintain structured records of stakeholder engagements: meeting minutes, contact lists, correspondence, document versions, and filing system.
- Draft routine correspondence (emails, letters, meeting requests) and format documents professionally.
- Support document preparation processes (collection, translation, notarization/legalization if required) under Senior Manager’s instruction.
6. Stakeholder & Meeting Coordination (Authorities / Partners):
- Coordinate meeting logistics with authorities and external stakeholders: scheduling, invitations, venue, interpretation/translation, and attendee confirmations.
- Prepare meeting packs (agenda, participant list, talking points provided by Senior Manager, printouts) and manage on-the-day support.
- Take meeting notes/minutes, track follow-up actions, and ensure timely closure of commitments.
7. Event Organization with Authorities:
- Assist in organizing events involving authorities/regulators/official partners (e.g., courtesy visits, roundtables, signing ceremonies, project updates, site visits, receptions).
- Coordinate end-to-end event logistics: run sheet, vendor liaison, branding/visuals, seating plan, protocol support, gifts (per compliance), catering, photography, and post-event wrap-up.
- Work with Communications/Marketing to produce event materials (backdrops, standees, brochures, presentations) and manage approvals.
8. Coordination with Internal Functions (Compliance-first):
- Ensure all engagements and event arrangements follow internal compliance requirements (approvals, gifts & entertainment, sponsorship/donation rules, COI declarations if applicable).
- Coordinate smoothly with Admin/Finance for purchase requests, payments, and vendor contracts related to projects/events
QUALIFICATIONS:
- Bachelor’s degree in law, International Relations, Business Administration, or related fields.
- Minimum four to seven years of experience in corporate affairs, government relations, consulting, legal, or related fields
- Prior working experience within or with Ho Chi Minh City government ecosystem is highly preferred
- Experience in project management and working on multi-stakeholder initiatives
- Experience working with large corporations, consulting firms, or investment firms
Skills and Competencies:
- Strong understanding of Vietnam legal and regulatory framework; ability to review and interpret legal documents
- Proven ability to manage multiple workstreams, prioritize tasks, and coordinate stakeholders effectively
- Strong relationship-building and stakeholder management skills
- Business-oriented mindset with ability to identify and support development opportunities
- Ability to identify legal/regulatory risks and proactively address them
- Good time management skills & project tracking, minutes and execution
- Strong internal coordination and follow-through with minimal rework/errors.
- Excellent writing and presentation skills (both Vietnamese & English)
- Experience in preparing proposals, policy papers, and project presentations
- Ability to communicate complex ideas clearly and concisely to senior stakeholders
